Any bike enthusiast hobbyist willing to DIY a cargo bike?
this Baby Jogger ii-16 has the profile needed, but it is not an easy task.
You might need some metalwork knowledge, and a lot of ideas.
Or if you a mechanical student, you might want to experiment an add-on cargo wheel platform to the front of normal bikes to use as cargo bikes. Not sure if there is already this kind of inventions yet. Use this Baby Jogger to reverse engineer.
There was an M.I.T student who with his professor did projects on 6061 aluminium frames for bikes.That student was called Gary Klein. He pioneered his own brand of mountain bike brand Klein, which was exceptionally light for large tube aluminium frame bikes.
Of course there is already Bullit cargo bike in the market but expensive and for a single purpose.
Baby Jogger ii-16 is intact ( wheel size is 16"; with tyre and inner tube to pump air, real axle with bearing to roll smoothly). Tthe brakes were serviced to grip very well and the carrier has been washed and dried; the carrier can be easily assembled by velcro and buttons.
Ready for any person to buy to use at its intented purpose or to do conversion.

It is very easy to just sell the item to an athletic parent who would jog pushing an infant along.
